Executive Orders and the Militarisation of Federal Agencies

Barack Obama has signed 235 executive orders during his eight year term as President

Since my last entry its been weighing on my mind exactly what would result if my thoughts on the U.S. election come to fruition.

Today I’ve been researching information about the build up of the military in America. The first aspect is Executive Order 13603, which was signed by Obama in March 2012. Independent Sentinel describe the order as, ‘delegating authority and addressing national defense resource policies and programs under the Defense Production Act of 1950. It provides the framework and authority for the allocation or appropriation of resources, materials and services to promote national defense.’

The order gives the President power over ‘all commodities and products capable of being ingested by humans and animals; all forms of energy and civil transportation; all usable water from all sources; all health resources e.g. drugs, medical devices, facilities and supplies.

All this would be under the jurisdiction of ‘federal officials who can issue regulations to prioritise and allocate resources.’

In other words, the state has control over all vital supplies – who gets what and when – within the context of a breach of national security. Such measures would be implemented under the conditions of martial law. A simple premise whereby agencies of the government / military assume control of the populace with towns and cities patrolled by armed guard.

What might cause such conditions is debatable. But a regular word that comes up in executive orders that pertains to national security is ‘preparedness’. The Federal Government is ready in the event of a major crisis, be it financial, terrorism, civil disorder or a natural disaster. To those unaware this might sound reassuring. To those who have researched the engineered demise of the U.S. economy, the effects of geoengineering, the western funding, training and arming of ‘ISIS’, the divide and rule theatre of ‘left’ versus ‘right’ – it affirms the presence of a pervasive agenda designed to dis-empower Americans. Most notably through a programme to confiscate guns.

Owning a gun is a constitutional right which Obama has led the charge against since 2008. This charge is being directed through false flag terrorism and the ever present false paradigm of ‘left’ versus ‘right’. Whether you advocate gun ownership or oppose it is not the issue and it never was. This is about creating the environment whereby a country is engineered into a state of social disorder following a series of trigger events, which provide sufficient excuse to begin disarming the population so a militarised state through martial law can be more easily initiated.

Social chaos would undoubtedly displace a large proportion of Americans. People that a militarised state would need to gain control over to maintain the new way of order. Around this time last year there was coverage in parts of the alternative media of a training exercise called ‘Jade Helm’. Military vehicles appeared in transit as well as large open ground surrounded by high wire fencing. These appear to be camps under the operation of FEMA (Federal Emergency Management Agency). Many made a connection between a rise in social disorder and specified locations for people to be incarcerated.

According to the website Dave Hodges – The Common Sense Show, ‘FEMA camp facilities are capable of housing thousands of detainees.’ Meaning that ‘existing structures’ to house the quantity of people who could be displaced would be necessary. Examples given are the conversion of stadiums, arenas, schools and closed shopping malls. During Hurricane Katrina in 2005, thousands were displaced with people being temporarily housed inside the Louisiana Superdome. So the precedent exists.

What I also discovered was information on US Code 332 – Use of Militia and Armed Forces to Enforce Federal Authority. In short, when the President determines a threat to the authority of the United States which results in the enforcement of U.S. law not being sufficient, he can call upon militia of any state and use the armed forces to enforce the law and quash any rebellion.

Two things of note here: Firstly, the transfer from the state to a higher authority is seen in some quarters as the entry point of what are branded as UN ‘Peacekeeping‘ troops. Back in May the U.S. officially approved the United Nations use of force ‘to protect civilians in conflict.’ The ‘Peacekeepers’ are from 29 countries and are authorised to take ‘direct military action against armed actors with clear hostile intent to harm civilians.’

Secondly, this authorised force can forge a response ‘in urgent situations’ without consulting their ‘capitals’. Capitals being the U.S. administration. What that amounts to is the UN can gain command of a situation – through ‘Peacekeeping’ forces – without the consent of the government. UN ‘Peacekeepers’ amount to 86,500 troops, 13,000 police and a total number of 119,523 serving in sixteen ‘Peacekeeping’ operations.

If this wasn’t concerning enough, Obama has created law enforcement branches in over 70 federal agencies. Police forces throughout America – in towns and cities – have taken delivery of military grade equipment, such as tanks, grenades and assault rifles. Agencies like the National Oceanic and Atmospheric Administration and the Social Security Administration have all acquired thousands of hollow point bullets, which fragment on impact causing maximum damage to the human body. The Department of Homeland Security in 2012 ordered 750 million rounds of the bullets.

It is clear that the state is at an unprecedented level of ‘preparedness’. What for isn’t clear yet.

The last part of my research today underpins – potentially – everything written up to now. According to All News Pipeline, Obama signed another Executive Order on July 1st this year titled, ‘US Policy on Pre – and Post – Strike Measures to Address Civilian Casualties in US Operations Involving the Use of Force.’ This comes after the UN announcement in May. The interpretation here is that this order permits the military to use force against U.S. citizens. The Last Great Stand said it ‘alters the rules of engagement between U.S. military and United Nations military versus ordinary U.S. citizens.’

Add to that the sightings of vehicles in transit carrying ‘UN’ on the bodywork in areas such as Virginia, and it feels to me like plans are being mobilised in the expectation of an event which compromises national security. An eventuality which could bring UN ‘Peacekeepers’ into the picture.

Perhaps the realisation that puts all this into greatest perspective – especially if you are skeptical – is learning that during Obama’s tenure both Russian and Chinese troops have engaged in military exercises on U.S. soil. Russia doesn’t have a build up of ‘Peacekeepers’, although China has a total of 2,622 at present.

Right now both Russia and China are portrayed in the media as antagonists to the West. The South China Sea and Russia’s involvement in the Syrian conflict being two examples among many more.

This encapsulates the reality of the angst between East and West as being a false paradigm. As I have long since believed. It is key details like this which are not put into context. Russia and China are not rivals of the United States. They may be positioned as such politically, but despite the East’s supposed gravitation away from the West – in particular economically – the reality does not bare it out since both countries are long term members of the International Monetary Fund and the Bank of International Settlements. Not forgetting that the Chinese Renmindi is about to be added to the IMF’s ‘Special Drawing Rights’ of basket currencies. Which sets the stage for a challenge to the Dollar’s hegemony.

The interpretation of power may be shifting East, but it’s financial centre remains rooted in the West through the IMF and the BIS.
